Eventually, yes! But some countries have a really hard time keeping their people healthy, and those things need to be addressed first. But once they can take care of basic needs, I think they should definitely have a space program, or join with other countries that do! This is something that we should be doing together as a planet! So the more people and countries we get to join the effort, the better!
I think every country should get involved in space in one way or another. Doing it by yourself is really expensive though, so some countries get together and do it as a group. For countries that don’t have the money or expertise to do it, getting involved in a small way would still be good since it’s a subject that gets people interested in science in general, which is always good!

I think it’s good for any country to get involved in whatever science they can. But of course, it’s all about priorities – some countries would be better focusing on other aspects such as healthcare, for example.
As Grant says, it is hard to do it on your own, which is why we have the European Space Agency, for example, where several countries pool resources for the same goal.
The UK has recently started up it’s own agency, though, so let’s see what happens!
